About this Speaker

Declan has worked in the homelessness sector in Northern Ireland for over 20 years. His work has spanned a variety of roles, from homeless support worker and manager of supported accommodation units, to Homelessness Prevention Co-ordinator in Belfast and now Extern Homes’ Project Manager.

Declan studied Social Policy at Queens University Belfast before furthering his education at University of Ulster with PGDip in Guidance & Counselling. A registered member with Chartered Institute of Housing, Extern Homes was honoured by receiving the ‘More than Bricks & Mortar’ award at CIH’s annual awards in 2019.

Declan has always sought to work in partnership and collaborate within the sector at any opportunity. In 2013 he convened and established the Homelessness Prevention Forum – a collaboration of floating support services within Belfast, which he now Co-Chair’s. The Forum provides an opportunity for its members to share practices and concerns while seeking to promote the importance of preventative practices (particularly Floating Support services) within the homelessness sector.

More recently he has represented Extern on the ‘Cliffedge’ coalition working group – a large collaborative effort to protect those in N.I. from recent welfare reforms.

Declan has also been a regular guest speaker at the Belfast Metropolitan College’s annual Homelessness Awareness Week conference (2011-2019).
